TRANSPORTATION ENGINEER

The Hampton Roads Planning District Commission (HRPDC) is seeking a candidate for the above referenced position. The HRPDC is one of 21 planning district commissions (PDCs) in the State of Virginia and represents over 1.6 million people in 16 jurisdictions. The HRPDC fosters inter-governmental cooperation and support addressing regional issues concerning: Economics, Transportation, Physical and Environmental Planning, Emergency Management Planning, and Housing.

Successful candidates would become part of a team of transportation engineers and planners providing information to decision-makers on the expected impact of transportation facility investments. JOB DESCRIPTIONS, KNOWLEDGE, AND SKILLS

Successful candidates must exhibit a thorough understanding of transportation engineering/planning concepts and principles. Education and skills in areas of transportation planning/engineering studies, traffic simulation, intelligent transportation systems principles, data management and GIS data analyses are required.

The primary responsibilities for this position can vary and may include any combination of the following:

  • Knowledge of the theories, principles, and techniques of traffic engineering and transportation planning.

  • Knowledge of literature and recent developments in the transportation planning and engineering area.

  • Ability to use industry standard computer hardware and software for the execution of daily traffic engineering and planning tasks.

  • Ability to analyze and systematically compile technical and statistical information and to prepare and present technical reports.

  • Ability to use computer aided drafting in the preparation of graphical displays for inclusion in technical reports and presentations.

JOB QUALIFICATIONS

Qualifications include Bachelor/Masters degree in Civil Engineering with major work in transportation engineering/planning. Strong communications are required. Knowledge in using transportation engineering software, spreadsheet and GIS software is desirable.


ENVIRONMENTAL PLANNER

The Hampton Roads Planning District Commission, a regional planning agency, representing the interests of the 1.6 million residents in the ten cities and six counties of Hampton Roads is seeking a candidate for the position of Physical and Environmental Planner. Candidates should have thorough background in and knowledge of the techniques of comprehensive and environmental planning. Will perform research and technical studies. Applicants must possess strong research, writing, analytical and computer skills. GIS knowledge and experience helpful. Requires MS/MA in Planning or closely related field and a background in environmental science, water resources and environmental policy. A BS/BA with experience may substitute. PHYSICAL AND ENVIRONMENTAL PLANNER II  

GENERAL DEFINITION OF WORK

Performs responsible professional work in the handling of a variety of assignments in the area of comprehensive, physical and/or environmental planning in a regional planning office; does related work as required.

Performs work under the regular supervision of the Deputy Executive Director, Physical Planning or the Principal Planner, Physical and Environmental Planning. May supervise subordinate technical personnel.

TYPICAL TASKS

Coordinates study projects and effects liaison with participating agencies;

Collects and analyzes data, prepares reports, develops recommendations for the implementation of short and long range regional physical or environmental plans or programs;

Reviews, evaluates, interprets and disseminates current publications, program reports, studies, state and federal regulations and other technical data and information relevant to regional physical or environmental planning activities;

Provides technical assistance and support to local agencies and others on physical and environmental planning, development and regulatory matters;

Prepares research methodology for the study of the more complex regional physical and environmental planning problems;

Coordinates and provides regional physical and environmental planning information services to local, state and federal agencies and general public;

Assists agencies and the public in interpreting data contained in reports, studies and surveys;

Prepares and makes presentations to technical committees and other entities related to the program areas;

Attends meetings and represents the Commission on program areas;

Reviews documents submitted by federal, state and local government agencies and private sector entities for technical accuracy;

Reviews and analyzes environmental regulations and grants, including grant preparation;

Develops, in concert with the Environmental GIS Planner, computer-based Geographic Information System to support environmental and physical planning studies;

Develops, in concert with other Department personnel, methodologies and undertakes computer and GIS-based analysis in support of comprehensive, physical and environmental planning programs.

KNOWLEDGE, SKILLS AND ABILITIES

Must have a general knowledge of the theories, principles, practices and techniques of comprehensive, physical and environmental planning and/or engineering related to the area assigned; general knowledge of the current literature and recent developments in comprehensive, physical and environmental planning; general knowledge of the operation of local governments and their special physical and environmental problems and needs; general knowledge of the application of computer equipment and techniques to physical and environmental planning problems; the ability to develop research approaches and methodologies; the ability to collect and analyze complex technical and statistical data, develop short and long range plans, prepare and present technical reports and communicate complex ideas effectively, orally and in writing; the ability to establish and maintain effective working relationships with professional colleagues, subordinates, representatives from other agencies and the general public. Must be able to conduct oneself in a professional manner and work cooperatively with co-workers, supervisors, localities, and vendors. Must be able to follow supervisor’s instructions and HRPDC rules and regulations. Must be appropriately respectful of the rights of others in the workplace. Regular attendance is an essential function of this position, as is the ability to work under stressful conditions.

EDUCATION AND EXPERIENCE

Any combination of education and experience equivalent to graduation from an accredited college or university supplemented by a Master's Degree, with concentration in comprehensive, physical and/or environmental planning and some professional experience in the program areas.
