Metropolitan Planning Organization (MPO)

A Metropolitan Planning Organization (MPO)is a planning body required by federal law for urbanized areas with populations of 50,000 or greater. The MPO is a policy board designated by the Governor and, together with the State, is responsible for carrying out the continuing, cooperative, and comprehensive (3-C) metropolitan planning process.

Voting members of the MPO include a representative from each of the cities, counties, and public transit agencies within the metropolitan planning area, plus the Virginia Department of Transportation (VDOT) and the HRPDC. Representatives from the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and Federal Aviation Administration (FAA) are included as non-voting members. The HRPDC provides staffing for the MPO.

Transportation Technical Committee

The Transportation Technical Committee (TTC) is composed of transportation engineers and planners from each of the local jurisdictions, plus representatives from the local transit agencies and VDOT. The TTC reviews virtually all items that are to come before the MPO and provides recommendations on actions to be considered by the MPO.

In addition to the voting membership discussed above, there are a number of invited participants on the TTC mailing list, including representatives from private bus services, taxi companies, the ports, and freight haulers, as well as organizations that provide services to senior citizens and those with disabilities. Other non-voting members include representatives from the Virginia Department of Environmental Quality (VDEQ), Virginia Department of Rail and Public Transportation (VDRPT), Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and the Navy.

From time to time the TTC may request that the Transportation Technical Subcommittee (TTS) take up a topic that requires more in-depth discussion than is feasible with the full TTC. The TTS is a subset of the TTC, made up of one representative from each Hampton Roads locality, each transit agency, and VDOT. After the TTS completes its work, it reports back to the full TTC.

Intelligent Transportation System (ITS) and Operations Planning Committee

The ITS & Operations Planning Committee membership consists of stakeholders from various public and private agencies, including:

  • Traffic engineers and traffic operations staff from all 12 localities
  • Incident management stakeholders, including first responders, local law enforcement, fire, Virginia state police, and towing agency
  • VDOT – staff from traffic engineering, planning, environmental/hazardous materials (HAZMAT), and Transportation Management Center (TMC)
  • Department of the Navy - staff handling traffic and operations
  • Virginia Port Authority (VPA) & other freight stakeholders
  • FHWA
  • MPO staff
  • Private consultants
  • Old Dominion University – CEE/Transportation

The MPO ’s vision for the region includes the establishment of a multi-jurisdictional transportation system unified by ITS technologies. Over the long-term, this progressive vision includes full-scale communication through TMCs in every city and county that will tie into the existing Regional TMC. Staffs from the Hampton Roads MPO and VDOT Transportation Management Center (TMC) co-chair the committee and provide support to local communities in ITS endeavors.

Rural Transportation Technical Committee (RTTC)

A Rural Transportation Technical Committee (RTTC) was formed in February 2007 and includes representatives from the City of Franklin, Southampton County, Virginia Department of Transportation (VDOT), Virginia Department of Rail and Public Transit (VDRPT), Franklin Municipal Airport, CSX Railroad, Norfolk Southern Railroad, and the Federal Highway Administration (FHWA).

The mission of the RTTC is to help guide the development of the Rural Long Range Transportation Plan in evaluating the transportation system as well as to recommend a range of transportation improvements that best satisfy existing and future transportation needs in the rural areas of Hampton Roads.
