HRTPO staff regularly highlights a project that is currently being implemented within the Hampton Roads region. York County is currently implementing its Penniman Road/Government Road Intersection Improvements project.
This project will convert the existing “Y” intersection into a “T" intersection with curb and gutter and 4-foot shoulder bike lanes between Fillmore Drive and Alexander Lee Parkway as well as widening the existing 9-foot lanes to 11-foot lanes This is expected to improve traffic flow in the area, as well as improve pedestrian and bicycle safety.
This project has been included in York County’s Secondary System Six-Year Plan since 1995 and was delayed for some time following funding reductions in the early 2000s. The project was modified, and funds were pooled over time, including additional Regional Surface Transportation Program (RSTP) funding to allow the project to eventually proceed forward to advertisement and construction. The Penniman Road/Government Road Improvements project is consistent with York County’s goals outlined in its Comprehensive Plan. The project, currently under construction, is expected to be completed by the end of 2025
