[ARCHIVED] HRTPO Board Approves Funding under New Federal Program: Carbon Reduction Program (CRP)

The HRTPO Board approved $12,575,632 in funding for the Fiscal Year (FY) 2022-2026 CRP Project Selection Process at the May 16, 2024 meeting. The CRP is a part of the current Federal Infrastructure Investment and Jobs Act (IIJA), passed in November 2021, to provide funding for projects designed to reduce transportation emissions and benefit communities. 

HRTPO Staff worked with regional stakeholders to develop a Project Selection Process (PSP) for CRP funding. A working group was formed from the HRTPO Transportation Programming Subcommittee (TPS) to make recommendations on the new process to the Transportation Technical Advisory Committee (TTAC). The CRP PSP was made available for public comment and input and was approved by the HRTPO Board at the January 18, 2024 meeting.

Longhill Road, Shared-use Path 

Project will provide a 8’ shared use path along a .55 mile stretch of Longhill Road from DePue Drive to Lane Place.

James City County

BoAT: NN Park to Chelsea Place

This 1.1 mile section of 10’ shared-use path is proposed to be constructed parallel to Yorktown Road to serve pedestrians, bicyclists, and other non-motorized traffic between Newport News and James City County.

Newport News

$1,500,000

Signal System Upgrade for Incident Management

A fiber-optic network will support each traffic signal to communicate and transmit real-time traffic conditions to local operations centers to enable improved signal timing and better overall traffic flow.

Norfolk

$3,000,000

Pacific Avenue at 17th and 22nd Street Turn Lane Improvements

The project incorporates the design and construction of new, exclusive left-turn lanes along Pacific Avenue at 17th Street and 22nd Street.

Virginia Beach

$3,000,000

Electrical/Hybrid, Expansion Support Vehicle

Purchase of an expansion support vehicle in fully electric or hybrid fuel. This support vehicle would be used by operations for shift change, responding to accidents/ incidents on the roadway, and by administration for off-site meetings or training.

Williamsburg Area Transit Authority

$110,000

Green Operator: Phase 3

The proposed project will replace six diesel Utility Tractor Rigs (UTRs) with battery electric UTRs.

Virginia Port Authority

$3,000,000

Eligible activities represented by the projects selected include:

· Projects that improve traffic flow and that do not involve construction of new capacity

· A project that reduces transportation emissions at port facilities, including through the advancement of port electrification

· Supporting the deployment of alternative fuel vehicles

· Transportation Alternatives projects (Hiking/Biking trails)

· Establishing/operating a traffic monitoring, management, and control facility or program
