Prospective FY 2020 Nonprofit Security Grant Program (NSGP) Applicants

On February 14, 2020, FEMA released the Notice of Funding Opportunity (NOFO) for the FY 2020 Nonprofit Security Grant Program (NSGP). This grant provides $90,000,000 in funding support for target hardening and other physical security enhancements and activities to eligible nonprofit organizations that are at high risk of terrorist attack.

The 2020 NSGP has two components:

1. $50 Million for eligible nonprofit entities that are within designated urban areas;

2. $40 Million for eligible nonprofit entities that are not within designated urban areas.

The following information and instructions are for nonprofit applicants that are within the Hampton Roads Region, which includes the Counties of Gloucester, Isle of Wight, James City, Southampton, Surry, and York, as well as the cities of Chesapeake, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, and Williamsburg, and the Town of Smithfield. Any nonprofit applicants in Virginia that are not within the boundaries of the Hampton Roads region must submit their applications to the Virginia Department of Emergency Management.

Below are instructions for applications for FY2020 NSGP for the Hampton Roads Urban Area:

  • Applicants must be 501(c)(3) nonprofit organizations to be eligible.
  • Applicants must be located within the Hampton Roads Region
  • The maximum amount for an individual application is $100,000.
  • Applicants must only request funding for equipment/activities that are consistent with the allowable costs guidance listed on pp. 12-14 of the NOFO and Program Appendix C.
  • Applicants must upload their applications no later than Friday, March 27, 2020 at 11:59:59 PM EDT to https://odu.co1.qualtrics.com/jfe/form/SV_6LpElqDN6kCGch7.

Applicants must submit the following three (3) documents to the SAA for a complete application.

  1. A completed FY2020 NSGP Investment Justification template (Excel file)
  1. A “mission statement” described on pg. 12 of the NOFO, which explains the nature of the applicant organization’s purpose and mission. This will primarily be used to validate the organization’s type identified in the IJ as either: 1) Ideology-based/spiritual/religious; 2) Educational; 3) Medical; or 4) Other.
  1. A copy of the vulnerability/risk assessment on which the request in the application is based (see pg. 12 of the NOFO).

Instructions on how to save the Investment Justification template (Excel file) correctly are listed on the “Introduction” worksheet—please follow these instructions carefully.

  • Application template must be saved in Microsoft Excel 97-2003 format.
  • Applications must use the following file naming convention: “FY2020_NSGP_UA_ VA_Hampton Roads_”
  • Applicants must include the organization’s Dun & Bradstreet Number (DUNS) in the application template where requested.
  • Applicants that do not have a DUNS number may get one by calling (866.705.5711).
  • Applicants do not have to register with grants.gov, since VDEM is the sole applicant on behalf of the region.
  • The scoring criteria for the applications are included on pp. 17-19 of the NOFO and an example of the scoring worksheet the SAA will use is attached, so you can see how the application will be evaluated.

Upload applications to https://odu.co1.qualtrics.com/jfe/form/SV_6LpElqDN6kCGch7. Do not submit to FEMA or grants.gov. Regional stakeholders will provide a score and ranking of your project and submit to VDEM. VDEM will submit projects to DHS/FEMA.
