The HRPDC is hosting a virtual public meeting on June 30, 2021, from 12:00 p.m. to 1:00 p.m. to brief residents, stakeholders, and other interested parties on the draft recommendations from the Portsmouth-Chesapeake Joint Land Use Study (JLUS) and to receive public comments. The meeting will be held using the Zoom Webinar platform. Registration is required and can be accessed through the HRPDC’s website at https://www.hrpdcva.gov/departments/joint-land-use-studies. This effort is sponsored by the HRPDC in partnership with the cities of Portsmouth and Chesapeake and is funded through a grant from the Department of Defense Office of Local Defense Community Cooperation, formerly known as the Office of Economic Adjustment and from in-kind contributions from the HRPDC and participating cities.
The primary goal of this JLUS is to provide a process for local staff from Portsmouth and Chesapeake to work with representatives from Norfolk Naval Shipyard, Naval Medical Center Portsmouth, and other installations in the participating jurisdictions to identify existing or potential conflicts between activities inside and outside installation boundaries. These discussions allow the communities and installations to work together to identify potential strategies or policies that are mutually beneficial. Topics addressed through the study include flooding, sea level rise, parking, traffic, and other issues. These issues were identified through a series of discussions between city and Navy representatives as well as interviews with community stakeholders.
The project team has developed draft recommendations that address the challenges and potential conflicts identified during the study. Participants in the meeting will learn about the recommended strategies from the project team and will hear about the process for implementation.
