Public Review Opportunity:
Draft Fiscally Constrained Project List for the 2050 Long-Range Transportation Plan
The Hampton Roads Transportation Planning Organization (HRTPO) invites you to review and comment on the Draft Fiscally Constrained Project List for the 2050 Long-Range Transportation Plan (LRTP). Guided by the 2050 LRTP vision of Transportation for All, this work reflects a shared commitment to building a transportation system that is safer, more connected, more reliable, and more resilient for everyone in the region.
The LRTP serves as the region’s long-term blueprint for transportation investments. Federal transportation planning rules require that long-range transportation plans be fiscally constrained, meaning the project list must align with forecasted transportation revenues through 2050. Because transportation needs exceed available funding, fiscal constraint helps ensure the plan is realistic, transparent, and focused on the investments the region can reasonably deliver.
As part of developing the 2050 LRTP, nearly 300 candidate transportation projects were collected, evaluated, and prioritized. Building on that foundation, regional stakeholders worked collaboratively to develop the draft fiscally constrained project list using three key inputs:
· Fiscal Constraint Guiding Principles
· HRTPO Project Prioritization Scores
· Forecasted revenues (2026–2050) and estimated project costs
This draft list represents a key milestone in developing the 2050 LRTP, scheduled for adoption in May 2026.
We now invite the public to review the draft fiscally constrained project list and share feedback to support a transparent and inclusive planning process.
