As our community continues to feel the impacts of COVID-19 in the days and weeks ahead, the Help to Others (H2O) Program is here to provide some relief. Hampton Roads residents with a public water/wastewater utility account who are experiencing a financial hardship can apply to receive up to $250 in bill payment assistance through the H2O program.

Help to Others is a 501(c)(3) nonprofit that assists people who cannot afford their water utility bills due to crises beyond their control. Funding for the program is provided by contributions from community donors. The Salvation Army helps administer assistance in partnership with HRSD and Hampton Roads utility departments.
