A Helping Hand for those Impacted by COVID-19

Help to Others H2O LogoAs our community continues to feel the impacts of COVID-19 in the days and weeks ahead, the Help to Others (H2O) Program is here to provide some relief. Hampton Roads residents with a public water/wastewater utility account who are experiencing a financial hardship can apply to receive up to $250 in bill payment assistance through the H2O program.

Help to Others is a 501(c)(3) nonprofit that assists people who cannot afford their water utility bills due to crises beyond their control. Funding for the program is provided by contributions from community donors. The Salvation Army helps administer assistance in partnership with HRSD and Hampton Roads utility departments.

Financial emergencies can leave us tapped out. If you or someone you know has been directly impacted by COVID-19, H2O can help. To find the local branch of The Salvation Army serving your community, learn about eligibility, and apply for assistance, visit www.shareh2o.org.

If you’d like to help ease the burden for our neighbors who have been negatively impacted during this pandemic, you can make a tax-deductible donation online at www.shareh2o.org/donate or by rounding up your HRSD/HRUBS online bill payment. Donations can also be made via check (payable to “H2O”) and mailed to: H2O Program c/o HRSD, P.O. Box 5917, Virginia Beach, VA 23471-0917. Every penny donated goes directly to helping a local family stay connected to vital water services.
