Cover Image 2013 Hampon Roads Regional Stormwater Management Program MOAOver the past decade, the region’s localities through the Regional Stormwater Management Program have developed a comprehensive, cooperative approach to stormwater management and compliance with state and federal regulatory requirements. First executed in 2003 and renewed in 2008, the Hampton Roads Regional Stormwater Management Program Memorandum of Agreement (MOA) formalizes the regional program and describes the responsibilities of HRPDC and member localities. The MOA has a five year term.

The 2013 Hampton Roads Regional Stormwater Management Program MOA  became effective on July 1, 2013 following approval of the document by the HRPDC on April 18, 2013. It was executed by sixteen member local governments, the Town of Smithfield, and the HRPDC. Minor modifications were made from the 2008 MOA to reflect experience, changes in state legislative authority, and expectations of HRPDC under the new Municipal Separate Storm Sewer System (MS4) Permits.
