The form to be used by the public for submitting project ideas may be downloaded below. Step-by-step instructions are included with the form. CMAQ/RSTP applications are accepted at any time and forwarded to the respective locality/agency for review and consideration during open application cycles.

Resources

Several resources related to the HRTPO CMAQ/RSTP Project Selection Process include:

• The Schedule (PDF) includes the deadline dates for each step of the current Project Selection Process session.
• The Federal Highway Administration guidance on the CMAQ program. Review the guidance (PDF) as published in the Federal Register.
• The Federal Highway Administration guidance on the Surface Transportation Program (STP). Click HERE to review the guidance.
• The HRTPO CMAQ and RSTP Tracking Tables include projects that are current, in financial closing, and those not yet started. Allocation information is shown by fiscal year.  Older projects that have been completed have been archived.  Please contact Kathlene Grauberger at kgrauberger@hrtpo.org regarding any of these projects.
• The CMAQ Tracking Table (.xlsm) shows allocations since FY 2005.  Any allocations before FY 2005 have now been combined with FY 2005. Starting in FY 2006, separate columns are utilized for the 80% federal potion and the 20% state match portion.
• The RSTP Tracking Table (.xlsm) shows allocations since FY 2005.  Any allocations before FY 2005 have now been combined with FY 2005.  Currently, the RSTP table shows one column per fiscal year with the 80% federal portion and the 20% state portion reflected in that one column.
