Regional Priority Projects
In the 2040 Long-Range Transportation Plan (LRTP), Regional Priority Projects were identified as projects eligible for Hampton Roads Transportation Funds (HRTF), regional funds administered by the Hampton Roads Transportation Accountability Commission (HRTAC). This definition confined Regional Priority Projects to only highway projects. For the 2045 LRTP, to help promote multimodal transportation in the region, the Regional Priority Projects definition has been broadened to include major regional transit and active transportation.
Highway Regional Priority Projects
Since the 2040 LRTP adoption in 2016, the region has made significant improvements to the Interstate system. The map below highlights projects that have been recently completed (solid gold), projects under construction (dashed gold), and additional major interstate Regional Priority Projects planned in the 2045 LRTP (solid blue). These highway projects are to be funded wholly or in part by HRTF.

Transit Regional Priority Projects
In 2020, a dedicated regional funding stream was established by the Virginia General Assembly to enhance the Hampton Roads 757 Express regional transit backbone system. This dedicated funding stream, the Hampton Roads Regional Transit Fund (HRRTF), is managed by the HRTAC. Also in 2020, per Virginia General Assembly legislation, the Regional Transit Advisory Panel (RTAP) was formed to provide ongoing advice on the long-term vision for a multimodal regional public transit network.
Between 2021 and 2045, the 2045 LRTP forecasts $827 million for HRRTF. Of this, $276 million is reserved for maintenance, operations, and state-of-good-repair. The remaining $552 million is planned for capacity improvements to the 757 Express.

Active Transportation Regional Priority Projects
The 2045 LRTP identifies two regional active transportation projects as Active Transportation Regional Priority Projects: the Birthplace of America Trail/Virginia Capital Trail Extension and the South Hampton Roads Trail. The 2045 LRTP sets aside $25 million to construct portions of each of these regional trails.
