Water Supply Planning
Background
The Hampton Roads Regional Water Supply Plan was prepared pursuant to the State Water Control Law Section 62.1-44.15 and 62.1-44.38:1 of the Code of Virginia and the State Water Control Board implementing regulations, 9 VAC 25-780, which establishes the planning process and criteria that local governments must use to develop regional water supply plans.
The Virginia Department of Environmental Quality (DEQ) approved the 2011 Hampton Roads Regional Water Supply Plan on November 15, 2013. A data update was approved in 2021.
HRPDC member localities and New Kent County are working with HRPDC to develop updated Regional Water Supply plans for the Peninsula localities and Southside and Western Tidewater localities to be submitted to VADEQ by October 2029.
Participants
The 2029 Hampton Roads Regional Water Supply Plans include the cities of Chesapeake, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, and Williamsburg, the counties of Gloucester, Isle of Wight, James City, New Kent, Southampton, Surry, and York, and the towns of Boykins, Branchville, Capron, Claremont, Courtland, Dendron, Ivor, Newsoms, Smithfield, Surry, and Windsor. HRSD will also participate. Previous plans from Hampton Roads included the same participants with the exception of New Kent County and HRSD.
Each participating organization designated two planning representatives who work with HRPDC staff and the Directors of Utilities Committee to develop the contents of the plans. The DEQ provides technical analyses and oversight for Water Supply Planning in Virginia."

Contents of Plan
Past and Future plans include the following elements:
- Description of existing water sources;
- Description of existing water use;
- Desctiptions of existing natural resources;
- Assessment of projected water demands;
- Statement of need;
- Alternatives analysis to address projected deficits in water supplies; and
- Descriptions of water management and drought response actions.
The 2029 Plan will include a new section for identifying water supply risks and proposing regional strategies to address them.
2011 Plan Sub-Regions
Information in the plan is organized by sub-regions as follows:
- Peninsula sub-region: Cities of Hampton, Newport News, Poquoson, and Williamsburg; and Counties of Gloucester, James City, and York.
- Southside sub-region: Cities of Norfolk, Portsmouth, Virginia Beach, Chesapeake, and Suffolk.
- Western Tidewater sub-region: City of Franklin; Counties of Isle of Wight, Southampton, and Surry; and Towns of Boykins, Branchville, Capron, Claremont, Courtland, Dendron, Ivor, Newsoms, Smithfield, Surry, and Windsor.

2029 Plan Regional Planning Areas
The amended local and regional water supply planning regulation defined regional planning areas (RPAs) across Virginia. The 2029 Hampton Roads Regional Water Supply Plan will include two RPAs: Southeast Virginia and the York and James River 2 regional planning areas.
- York & James River 2 RPA: Cities of Hampton, Newport News, Poquoson and Williamsburg, and the Counties of York, James City, Gloucester and New Kent.
- Southeast Virginia RPA: Cities of Virginia Beach, Norfolk, Portsmouth, Chesapeake, Suffolk, and Franklin, and the Counties of Isle of Wight, Southampton, and Surry.
Incorporated Towns are included as well. Towns are members of the same RPA as the County they are located within.
Final Plan
These files comprise the final report accepted by HRPDC on July 21, 2011 and subsequently distributed to member jurisdictions for consideration and action at local public hearings.

The updates approved in 2019 were submitted to DEQ's new online database VAHydro. An updated Regional Water Supply Plan report was not created.
Records of Local Public Hearings
These files document the locality public hearings held to solicit comments and consider resolutions to adopt the regional plan.

No written comments were received, and all twenty-seven participating localities approved the Plan and provided copies of resolutions and minutes from the public hearings.
