The Hampton Roads Transportation Planning Organization (HRTPO), the metropolitan planning organization (MPO) for the Hampton Roads metropolitan planning area, is considering requests to amend the HRTPO FY 2024-2027 Transportation Improvement Program (TIP). The amendment process includes an opportunity for public review and comment.
There are two types of TIP Amendment requests being proposed:
- Amendments for Exempt Conformity Projects
- Amendments for Non-Exempt Conformity projects for a Programmatic finding
Exempt Conformity Projects:
This type of proposed amendment is not subject to a regional conformity assessment finding; however, the amendment process includes an opportunity for public review and comment. The proposed TIP amendments can be viewed at the link below:

Non-Exempt Conformity Projects - Programmatic Finding:
This type of proposed amendment qualifies for a Federal Highway Administration (FHWA)/Federal Transit Administration (FTA) programmatic conformity finding since it meets the fiscal constraint criteria, and the project is non-exempt and not regionally significant. The programmatic conformity finding is effective with HRTPO Board approval of the proposed amendment per the Procedures for Inter-Agency Consultation on Conformity (IACC) for Hampton Roads
